Senior Project Director – E Health Rate: $122-$132/HR Requisition Closing Date: July 10, 2024 12:00 PM MST Is this opportunity for you or someone you know?. Description: The Province requires an eHealth Senior Project Director to perform the following Services: a) Work with executive management to develop, execute and manage an integrated plan to procure and implement Alberta Health managed technology solutions to modernize the technical environment, positioning Alberta for the future. Plans will include reviewing and refining business and data management processes and practices; b) Ensure the project plan integrates with the larger eHealth Strategy roadmap for the Province and supports contracting and financial models for eHealth ; c) Establish and maintain strong collaborative relationships across all key stakeholder groups; d) Facilitate internal planning and stakeholder consultation for continued alignment of activities with eHealth Strategy objectives; e) Lead project committees and support project governance bodies throughout the projects lifecycles; f) Develop, negotiate and manage IT vendor contracts, including request for proposal processes; g) Manage all activities and completion of deliverables by project resources and vendors against the integrated plan for the duration of the engagement; h) Document and report project status against established objectives, milestones, budgets and resources; i) Identify and manage project variances via the project governance structure; j) Apply knowledge and experience of the healthcare systems and healthcare stakeholders in Alberta to proactively identify potential impacts and issues throughout the project lifecycle, and engage key stakeholders to formulate recommendations for mitigation or remediation plans; k) Meet governance and regulatory requirements for the service, including Privacy Impact Assessments, Security Threat Risk Assessments and provincial auditing standards; l) Manage interdependencies between new projects and existing services; m) Develop reports, summaries, presentations and communication material and other work products; n) Develop a communications plan and risk management plan for the portfolio of projects; o) Manage internal and external risks on the integrated plan, develop appropriate contingencies and adapt to situations as they arise; and p) Facilitate closure of issues that cannot be resolved by the project teams; Work products produced or managed by the eHealth Senior Project Director include, but are not limited to, the following: • Integrated eHealth project plan • Business cases, options analysis, and decision requests • Strategies and plans • Project charters and cost/benefit analyses • RFP documents, including evaluation plans • Contracts and change orders along with supporting contracting documentation • Reports, assessments and briefing notes • Issue and risk assessments and registers • Requirements documentation • Business process documentation • Design or configuration specifications • Privacy Impact Assessments • Testing documentation • Root cause assessments • Team work plans and change management plans • Communications plans and supporting communication material • Operations manuals and other Procedure manuals • Vendor performance assessments • Lessons learned documentation Portfolio Background In 2021, Alberta Health developed an updated eHealth Strategy to bring focus to opportunities for technology within the eHealth ecosystem, address gaps and limitations, and provide clarity for resource allocation.

The Strategy identifies several areas of opportunity and involves multiple project. The eHealth Strategy development involved a considerable amount of stakeholder engagement, however it is recognized that even greater stakeholder engagement is required as specific projects are advanced. It is also anticipated that many projects within the Strategy will require procurement of new software solutions and implementation of these solutions and supporting IT services.

This multi-year, multi-project initiative is being referred to as the eHealth portfolio and is envisioned to position the province to advance digital healthcare to the next level. Portfolio Objectives The eHealth Senior Project Director is dedicated to the planning and implementation of the multiple eHealth initiatives. The resource will provide additional and focused capacity and expertise in specific areas to help ensure success.

The project team led by the eHealth Senior Project Director will transition to the next major work streams as required. It is anticipated the Senior Project Director will be required throughout all phases of work within the portfolio. Supporting resources will be required for specific phases of the Strategy.

The portfolio objectives are: 1. Shared eHealth Services procurement and implementation; 2. Shared eHealth data including planning and implementation to consolidate, standardize, integrate and modernize eHealth registries and repositories; 3.

Enhancement of provincial Electronic Health Record (EHR) and Electronic Medical Record (EMR) systems and services. 4. Provider portal consolidation planning and implementation; and 5. Personal health portal consolidation planning and implementation.

Portfolio Structure/Business Model The eHealth Senior Project Director will report at the Project Committee and Executive leadership Portfolio Committee levels. Direct accountability will be to the Executive Director for Strategic IMT Services at Alberta Health. MANDATORY REQUIREMENTS Provide 2 reference letters from senior or executive level leadership in previous programs.

Reference letter should specify how the resource demonstrated success creating and maintaining collaborative relationships with key stakeholders at senior levels of the organization. 5 years Demonstrated experience in a role contributing to the development or implementation of provincial Electronic Health Record (EHR) systems similar to Alberta Netcare or province-wide implementations of Electronic Medical Record (EMR) systems and services similar to those used by community-based physicians in Alberta. 15 years Demonstrated experience in project management and coordination of government and IMT vendor initiatives. “IMT Vendor” means a supplier of Information Management Technology solutions which may include hardware, software, services, processes and/or systems an organization uses to conduct its day-to-day operations. 10 years Demonstrated experience working in the health industry and knowledge of business practices, information, data and technology requirements. Minimum of 5 contracts demonstrating experience of a negotiating or monitoring contractual arrangements with IMT vendors with a contractual value of over $300,000 Minimum 5 years of the following: Demonstrated degree or diploma in business, healthcare or information technology. Demonstrated experience in a role developing and managing IT contracts with a value equal to or exceeding $500,000 Demonstrated experience in developing integrated plans, portfolio and project reporting and communicating progress to senior executives.

Demonstrated experience in oversight of portfolio governance and development of portfolio processes. Demonstrated experience leading healthcare portfolios or initiatives of similar size and complexity. Demonstrated knowledge and experience with the contents and application of the Alberta Health Information Act.

Per worker model below this is a Hybrid role. (EDMONTON, AB) Working Hours: • In Canada – (Preferably within Alberta) may be a requirement for occasional onsite meeting (possibly every few months). This would be at the Resource’s own expense Equipment requirements: • Resources must provide their own computer and related equipment. The computer’s operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access.

Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource’s computer. Estimated Start Date: AUGUST 2024 Estimated End Date: AUGUST 2026 Location: Edmonton/Hybrid RATE: $122-$132/HR
