AVP, PMO and provides program management and oversight support for assigned programs and projects across the CWB Financial Group.The key focus of this role is to lead assigned programs and/or projects with Project Owners, Executive Sponsors, and key Stakeholders across the CWB Financial Group to apply right sized, effective, and flexible PMO governance structures and professional support services in support of the project scope defined to enable successful delivery. SDLC experience, including successful implementation of various IT and third-party/vendor software delivery methodologies, is required given diversity of programs and projects managed by our enterprise PMO.The key accountability for this role is to demonstrate effective Program/Project practice application of the defined PMO governance processes and frameworks are enabled upfront to avoid rework, drive risk identification and mitigation strategies that navigate delivery within the triple constraints defined (time, cost, quality), and provide transparent status communications. This includes leading value-add improvements to the PMO governance processes/reporting through a continuous improvement philosophy.The AVP, PMO Program Management is also responsible for direct management and oversight of assigned PMO team members (Sr. Project Managers, Project Managers, Sr.

Project Coordinators, and contract resources). This role is also a key partner of other delivery groups at CWB, such as Finance, Information Services, Customer and Process Excellence (CAPE), and People First Teams.Lead PMO Programs Effectively demonstrate value-add program/project management that is aligned with the PMO PDLC (Project Delivery Life Cycle) framework practices to ensure all project scope, risks, quality metrics, schedules, and benefits are holistically managed with alignment of the Executive Sponsor, Project Owner, and applicable Program/Project Steering Committee; Ensure continued program/project alignment with the CWB Financial Group strategic plan and objectives; Maintain continuous learning that enhances the knowledge, skills and abilities required to provide effective program and project governance and management activities; Continuously monitor “best practices” for program/project management frameworks, processes, tools, and templates and foster a continuous team driven approach to planning and implementing agreed changes. This includes effective right-sized designs to achieve desired outcomes and alignment of supporting implementation and delivery methodologies with the PMO PDLC. Ensure client and user impacts are validated throughout the PMO Project Delivery Life Cycle (PDLC) framework, including delivery and enablement of defined benefits; Provide effective management for the PMO program/project budgets assigned, including estimation, vendor invoice management, budget tracking/adjustments, and final program delivery within the agreed budget.

This includes working closely with Finance to align PMO Project budget definition and management processes. Continuous review and setup of action plans related to opportunities to improve program cost savings, reduce rework, and effectively use resources assigned to programs/projects; Performs other such roles and duties as may be required by the Sr. AVP, PMO in supporting the PMO function.Leadership and Coaching Direct management and leadership oversight of PMO Practice team members; including Senior Project Management, Project Management, Sr. Project Coordinator, and PMO contractors; Deliver effective hiring, talent development, performance management and reward processes and programs across areas of responsibility that positively impact attraction, motivation, engagement and retention of best-in-class talent; Provide responsive, positive and constructive leadership coaching, mentorship and direction to all employees in assigned area of responsibility; Ensure effective allocation and utilization of team members in support of planned project work; Effectively deliver leadership in all PMO engagements, including demonstrated encouragement of team cohesion and growth, maintenance of vendor-client relationship best practices, and sustainment of team motivation and commitment to programs/project governance and application; Promotes CWB core values on a daily basis within and outside the PMO team; Supports the creation and rollout of the PMO team engagement plan, driving team-building activities that will contribute to high engagement, and collaboration within the PMO team; Maintains continuous learning that enhances the knowledge, skills and abilities required to mentor and coach direct team member reports and applicable PMO team members; Deliver effective hiring, talent development, performance management and reward processes and programs across areas of responsibility that positively impact attraction, motivation, engagement and retention of best-in-class talent; Inspire trust by being open, honest and direct in communication, meeting commitments and behaving ethically in all dealings; Treat all stakeholders with professionalism, dignity and respect and support an environment where people can contribute and excel; Demonstrate strong interpersonal skills that contribute to working effectively in a diverse working environment; Accept responsibility and accountability for actions and results; Ensure successful onboarding procedures for new PMO team members; Promote cooperation and commitment within the CWB Financial Group towards the attainment of common goals enabling productive group interactions; Make decisions guided by common sense and sound business judgement.Education An undergraduate degree in information technology (ideally software focused), program/project management, or a related discipline.

Project Management Professional (PMP) certification required. Program Management Professional (PgMP), ITIL Foundations Certification, Organization Change Management (OCM) certification, Lean Six Sigma, Management of Portfolios (MoP) and/or PRINCE 2 certification ideal, but not required.Professional Experience Minimum of 5 years supervising, directing and coaching program managers, program/project managers, and project coordinators, preferably in the banking or financial industry. Minimum of 10 years of hands-on program/project management experience through robust Software Development Life Cycles (SDLC)/methodologies, in the areas of information technology (software/hardware implementation), business transformation, business process improvement and new business line product and service rollouts. This includes implementing effective portfolio, program, and project management processes, governance models, project management tools, reporting, and metrics.

Expertise with all aspects of program/project management processes and best practices, including Organizational Change Management, project procurement, vendor management, and operational excellence strategies within a fast-paced business environment. Advanced skills in using project-reporting tools, preferably in MS Project and ServiceNow PPM.Personal Competencies Expert knowledge of program/project governance that effectively supports the delivery and acceptance processes within a fast-paced business environment. Advanced leadership, analytical, and negotiation skills are required. Excellent written and oral communication skills as well as the ability to conduct effective and efficient presentations comfortably to large groups.

High degree of organization and ability to multi-task and shift priorities. Exercises excellent judgement and demonstrates strong decision-making skills. Expertise in applying operational excellence and continuous improvement standards and processes. Uses a collaborative approach, able to produce effective results across multiple and diverse stakeholder groups at all levels of an organization.
