Director, Financial Services – Municipality of North Cowichan (Full Time) The Municipality of North Cowichan (population 31,900) is located in the beautiful Cowichan Valley on Vancouver Island, between Nanaimo and Victoria. Our communities of Chemainus, Crofton, Maple Bay, and the South End are home to a multitude of artistic, cultural and outdoor recreational activities. This position provides long-term strategic financial vision to the organization. Additionally, the Director, Financial Services is responsible for the statutory duties of financial administration under the Community Charter and Local Government Act , and the efficient service delivery and operation of the Financial Services Department. You will be responsible for directing and overseeing all facets of the Municipality’s financial operations.

As a valued member of the senior leadership team, you will appear before all relevant Council and Committee of Council meetings and will work closely with key stakeholders throughout the organization to plan, develop, recommend and implement financial strategies, policies, systems and processes to ensure the Municipality acts in accordance with Council’s direction, external regulations and in accordance with public sector accounting standards. You will provide leadership to all functions within the Financial Services Department including budgeting, financial reporting and monitoring, financial analysis, revenue collection, utility billing, investments, accounts payable, procurement, taxation, asset management and payroll. You will be responsible for providing strategic direction and annual work plans for the department as well as the planning, coordination and supervision of department activities. Your business and financial acumen provides you the ability to execute strategies that will secure the financial health and sustainability of the Municipality.

As part of the senior leadership team, the Director, Financial Services leads cross-functional project teams across the Municipality, participates in long-term strategic planning and annual budget and departmental plan reviews, works collaboratively to ensure the effective development and implementation of corporate initiatives. You have exceptional communications abilities, including presentation and report writing skills, and the ability to communicate complex financial information to a diverse group of people in an easy-to-understand manner. You possess an open, team-oriented leadership style and welcome the challenge of seeking continuous improvements in organizational efficiency. You work collaboratively with senior management, Council and staff across the Municipality.

You are respected for your ability to gain commitment on financial priorities, you bring a distinguished customer service philosophy and you are recognized for your positive corporate contribution. The ideal candidate for this position will have an undergraduate degree in Business Administration, Commerce or Economics and a Chartered Professional Accountant (CPA) designation, supplemented by progressively responsible public-sector managerial experience, preferably in local government. You will also possess and maintain a valid Class 5 B. C.

Driver’s License; a satisfactory current driver’s abstract will be required.
