The System Refocusing Division (SRD) of Alberta Health, is focused on implementing changes to refocus Alberta’s health system. The refocused health system will be a single provincial health system with four specialized areas of focus managed by sector-specific health organizations: Primary care, acute care, continuing care and mental health and addiction. 


The Internal Communications, Engagement and Change Management team at System Refocusing Division is responsible for the design and delivery of the dedicated engagement, communications and change management with health care workers and Albertans, while supporting engagement with system partners, stakeholders and Indigenous leaders. The Director will work with stakeholder partners to deliver engagement, and support all ADMs in Health to deliver on-going targeted engagement with stakeholders.

The team are also tasked with designing targeted and meaningful communications, engagement and change management with specific stakeholders and partners to ensure each of the new organizations have input before they are officially stood up and to ensure the work force are supported with information and opportunities to engage. Finally, the team manage all of the tracking and reporting related to engagement, stakeholder engagement and online surveys. 



This team are also tasked with the oversight and coordination of internal communications including messaging, fact sheets, FAQs, speaking notes and other communications products used by System Refocusing Division and all other branches for meetings, presentations, standard responses etc.
 


Reporting to the Executive Director of Internal Communications, Change Management and Engagement, this highly specialized position provides leadership, strategic direction and execution of complex and innovative internal communications, engagement and change management approaches to help the Department of Health understand the attitudes and values of health care professionals, system partners, Indigenous leaders and Albertans. The Director is charged with designing and delivering public, stakeholder and Indigenous engagement within the System Refocusing Division of Alberta Health.

They are also tasked with building capacity, best practices, templates, tools and innovative solutions and reporting in these areas. This position works in collaboration with the Executive Director to advise and conduct effective and efficient engagement, developing strong communications tools. In addition to support and advice, the Director provides big pictures perspective and political acumen to strategically guide all engagement activity. 


Specific responsibilities for the position include: 
1.

Lead the System Refocusing Engagement and Internal Communications:

• To lead the design and implementation of strategic engagement activities, including the development of communications tools, for System Refocusing, while offering guidance and support to other units in the department. 
• To prioritize and forecast engagement activities based on priority, policy and legislative agendas. This includes regular briefings to Executive and Senior Leadership teams, and at times the Minister of Health.
• To develop innovative engagement oversight systems and processes for decision making, including planning and reporting templates, and resources to ensure consistent and coordinated engagement efforts.
• To create strong and effective communications materials to support engagement and change management. 



2. Lead oversight of engagement projects for System Refocusing Division:
• To work in collaboration with Executive Director and other members of the Senior Leadership Team to maintain system level awareness of engagement projects happening across System Refocusing. 
• To provide leadership and strategic advice to executive teams on critical considerations and implications of engagement.
• To provide expert advice, opportunities for training, support and tools to System Refocusing Division to increase knowledge and skills and build professional capacity.


3.

Responsible for unit resource planning:

• To support management of project budgets, unit staff recruitment, resources and planning. 
• To manage relationships and contracts with vendors to support the delivery of work.
• To ensure compliance with FOIP and government and professional standards.
• To stay current and abreast of all relevant and available findings and field developments.

• Leadership & Business Know How: The Director provides expert-level leadership to ministry executive team to provide engagement support and direction. The position requires proven leadership and relationship building skills, the vision to recognize the implications of ministry engagement on government’s broader agenda, outcomes and political acumen.

A critical leadership skill is facilitating relationships between contractors and government ministries.
• Creative Problem Solving: The Director works with considerable independence and creativity to guide and support multiple engagement projects that inform ministry initiatives and support broader government –wide direction and outcomes. 
• Drive for Results: This position and the work processes are new, requiring the incumbent to create new systems and support to achieve the intended results. This work is a fundamental underpinning that is required in order to achieve multiple priorities for the health system, and reflects multiple mandate items outlined by government.
• Build Collaborative Environments: The Director affects the ability of the Department of Health to carry out effective and efficient engagement that informs planning, policy and initiatives, internal and external audiences are affected. This position provides information and analysis that guide Alberta Health decision making at the highest levels.

It also plays a key role in whether Albertans feel their voices are heard by government. As such, collaboration in a multi-stakeholder environment is critical to achieving outcomes for this unit, and requires cooperative and coordinated planning processes.
 



Qualifications

University graduation in a related field (Health, Science, Business, Arts, Public Policy, Public Administration, Political Science, Social Sciences or related) supplemented by seven years progressively responsible related experience. Related experience or education may be considered as an equivalency on a one for one basis.


The following experience is required: 
• Extensive and expert knowledge and experience in public and stakeholder engagement, including professional facilitation, survey design and digital engagement techniques, innovative engagement options including focus groups, town hall meetings, and digital platforms. 
• Strong client consultation, planning and project management skills, including project and budget administration, for procurement of services and tools. 
• Senior-level management experience in developing and maintaining relations, and leading and motivating teams. 
• Senior-level experience in educational, training and coaching techniques, and facilitation. 
• Senior-level analysis, presentation and communication skills 
• Familiar with trends, issues and best practices in engagement.
• Familiar with engagement and consultation contractors. 

The following are considered assets: 


• Knowledge and understanding of government privacy legislation and requirements. 
• Knowledge and understanding of Alberta government standards, policies and procedures. 
• High level of political acumen and experience with engagement in support of policy making and in government settings.

This is a full-time position working 36.25 hours per week. 

Candidates with lesser qualifications may be considered at a lower classification and salary.
