The Alberta Public Service (APS) is taking a One Finance approach for financial services delivery. This includes how finance delivers and supports strategic decision-making in order to support effective and informed policy and program decisions. With tight integration between financial service delivery and the implementation of enabling technologies, it is essential that Treasury Board and Finance and the entire Finance Community review and modernize finance’s service delivery model to provide required strategic and operational supports and be responsive to business partner expectations.

Role
The Executive Director, K-12 Fiscal Oversight will report to the Assistant Deputy Minister/Senior Financial Officer of the Ministry and will provide strategic leadership and direction to support the Alberta Public Service “One Finance” approach. As the successful candidate, you will build strong relationships with ministry business partners, senior ministry representatives, other ministries and other jurisdictions. You will work collaboratively with other Executive Directors within the finance community and lead a team of management and professional staff.
As Executive Director, you will lead the day-to-day planning and implementation of all ministry- specific fiscal management activities including budgeting, planning, reporting, accounting, governance, compliance and internal controls. As a leader in financial services, you will work proactively with the division leaders and program areas to provide strong financial advice and solutions based on technical knowledge, sound data, and effective analysis to support the government’s financial strategy and ministry mandate. Your implementation and innovative processes will enable you to deliver a suite of financial services within the ministry.
You will provide strategic leadership and direction for all aspects of fiscal accountability provided by the sector to the Ministry of Education and provincial K-12 system. This will include financial operations, funding analytics, budgeting, school finance, financial reporting, fiscal analysis, financial systems management, and financial governance matters for school authorities. Ensuring fiscal accountability, you will provide key strategic recommendations and advice to the ADM-SFO, other senior Ministry and government representatives and officials. Your advanced communication skills will ensure your ability to build effective relationships and work collaboratively with other ministries, other jurisdictions, stakeholder partners, and education organizations.
You are a motivational leader with a successful track record managing and maintaining relationships with internal and external stakeholders. An ability to embrace change, combined with your agility and expertise in systems thinking will provide support to your team through various transformations within the financial landscape.
Your demonstrated leadership skills will enable you to develop and implement workload management strategies to fulfill requirements within the constraints of limited resources. You will collaborate with the sector senior management team to focus on developing and managing recruitment retention and succession planning strategies to improve operational strategies.
Qualifications
As an influential and highly credible leader, your background will include significant related senior leadership experience and management skills. You have demonstrated strengths in fiscal accountability and financial management and enhanced stakeholder relationships. You have expertise in funding models, financial analytics, budgeting, reporting and grant management. Additionally, you possess a broad understanding of the governance and operational landscape of Alberta’s K-12 education system. The ability and capacity to influence critical decisions will be critical to your success.
Communication and change management skills, combined with the ability to develop and maintain effective stakeholder relationships will be key in balancing varying perspectives in a highly complex and changing business environment. Your proven leadership to inspire teams to achieve success is essential.
Related post-secondary education is required and a recognized accounting designation is an asset.
Salary
$4, $6,484.75 bi-weekly ($128,788 – $169,252 annually)
