Job Title : Human Resources Manager Location : Vancouver, BC Work Schedule : Full-time, 37.5 hours per week (Monday to Friday, 8:30 AM to 4:30 PM or 9:00 AM to 5:00 PM, with a 30-minute unpaid lunch break). Position Overview: The Human Resources Manager is a strategic and operational role responsible for overseeing all aspects of human resources management, including recruitment, policy development, disciplinary action, union-management relationships, collective bargaining, and staff training and development. The HR Manager will work closely with the Director of Operations & Services to provide strategic advice on HR-related issues and ensure that HR processes are deeply rooted in social justice principles and aligned with the organization’s strong commitment to health equity, cultural safety, and a comprehensive Equity, Diversity, and Inclusion (EDI) lens. Key Duties and Responsibilities: Lead the recruitment efforts, from advertising positions to conducting preliminary interviews, while working closely with the Director of Operations & Services to finalize hiring decisions in alignment with the organization’s strategic needs.
Oversee the onboarding process for new hires, including liaising with IT to set up staff accounts and ensure access to necessary systems and tools. Develop and implement HR policies and procedures that reflect the organization’s values and legal requirements. In collaboration with the Director of Operations & Services, manage and advise on disciplinary actions, including those arising from client complaints related to staff conduct, ensuring a fair and thorough process.
Foster positive union-management relationships and advise on collective bargaining and the collective agreement. Advise staff on their rights and obligations under the collective agreement, with a strong emphasis on understanding and interpreting the nuances of the agreement. Assist with staff scheduling and managing leave requests using ComVida software.
Provide strategic advice to senior management on various HR management disciplines, including labour relations and occupational health and safety. Lead the Occupational Health and Safety Committee, ensuring compliance with safety regulations and promoting a safe work environment for all employees. Prepare draft HR policies, revise those written by other HR experts, and coordinate consultations with various stakeholders.
Refer staff to the Enhanced Disability Management Program (EDMP) as needed. Assist the Director of Operations & Services in developing staff training and development programs, including EDI initiatives to foster an inclusive workplace culture and address systemic barriers to equity and inclusion. Bring an EDI lens to all HR processes and ensure a commitment to health equity, human rights, and cultural safety.
Qualifications: Bachelor’s degree in Human Resources, Business Administration, or a related field. A Master’s degree is an asset. Minimum of 5 years of HR management experience in a unionized healthcare environment.
Strong understanding of collective bargaining, labour relations, and employment law. Experience with HRIS and scheduling software, preferably ComVida. Demonstrated commitment to EDI, health equity, human rights, and cultural safety.
Excellent communication, interpersonal, and conflict-resolution skills. Ability to provide strategic advice to senior management and work collaboratively with diverse teams. High emotional intelligence, with the ability to empathize, build relationships, and effectively manage emotions in a professional setting.
