Altis Recruitment is grateful to partner with an organization within the Broader Public Sector to support the recruitment of a Manager of Financial Analysis on a 6 month contract basis.  As a key business partner to the organization, the Manager, Financial Reporting and Analysis (“Manager”) will play a vital role in supporting its operations by leading the budgeting process and delivering insightful reporting, financial modeling, and analysis. The Manager will oversee both financial and cross-functional projects, ensuring alignment with strategic goals and financial policies. This role will provide critical financial support, make recommendations for financial control and planning, and offer strategic guidance to senior leadership.



Reporting directly to the Executive Director (ED) of Finance, the Manager will collaborate closely with the Chief Financial Officer (CFO) to support budgeting, planning, and analysis as part of a multi-year planning cycle, as well as prepare relevant materials for the Board and its committees. Additionally, the Manager will work in partnership with other finance leaders, including the Senior Advisor for Financial Projects, Risk, and Governance on project management, and the Finance Manager on month-end close processes and related reporting and analysis.


Roles and Responsibilities


  • Leads corporate financial budgeting, planning, and analysis, supporting the Executive Director (ED) of Finance and the Chief Financial Officer (CFO).
  • Serves as a key thought leader on the finance team, influencing financial decision-making and identifying priorities.
  • Facilitates meetings and prepares annual budget reports for the Board of Directors, ensuring alignment with executive strategies.
  • Supports the CFO and SVP of Talent, Culture, and Corporate Services with confidential financial modeling for HR scenarios during quarterly financial planning and union collective bargaining.
  • Oversees resource planning and provides support to ensure alignment with budget expectations.
  • Leads quarterly reporting, including variance analyses, and communicates business unit results and insights to Senior Management and Committees.
  • Assists in responding to queries from government agencies such as ISED and TBS.
  • Leads financial and cross-functional projects, applying best practices in project and change management.
  • Provides direction and coaching to the Financial Officer team, managing recruitment to maintain departmental expertise and competency.

Qualifications and Skills

  • Minimum of 5 years of progressive experience in accounting and finance, with a solid foundation in financial management and analysis.
  • At least 3 years of managerial experience, demonstrating a proven ability in people management and team development.
  • Advanced proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
  • Strong communication skills, capable of presenting complex financial information effectively to various stakeholders, including senior leadership.
  • Experience in strategic planning, risk management, and driving innovation and process improvements.
  • Public sector experience is considered an asset.
  • Deep understanding of financial management and accounting principles, including budgeting, forecasting, variance, and trend analysis.
  • Strong knowledge of cash management practices and delivering insightful financial reports.
  • Demonstrated ability to collaborate with corporate/shared service functions such as procurement, HR, and legal.
  • Expertise in budgeting, forecasting, reporting, variance analysis, and financial modeling.
  • Results-oriented approach to analyzing complex business scenarios, identifying trends, risks, and opportunities, and providing actionable insights.
  • Skilled in resolving problems efficiently and managing competing priorities, ensuring timely delivery of results.
  • Proven ability to handle confidential information with integrity, professionalism, and reliability.
  • Strong leadership skills to inspire, engage, and motivate teams to achieve success.
  • Exceptional organizational skills and attention to detail.
  • Ability to tailor financial communication to meet stakeholder needs.

  • Proficient in utilizing MS Office applications, SAP, and other ERP systems.
