Main Purpose and Function The Mechanical Engineer is responsible for assisting with asset inspections to establish and validate mechanical system component inventory and condition, and supporting the on-going Building Condition Assessment program; supporting the scoping and prioritizing mechanical system maintenance and replacement requirements; providing technical support including assisting in establishing mechanical technical standards and specifications, reviewing and recommending design and maintenance standards, and advising on code requirements pertaining to mechanical systems; and assisting with the improvement of operational processes by applying labour management, business, process and change management expertise informed by stakeholder engagement, continuous improvement and benchmarking; Additionally, the position acts as a technical subject matter expert on departmental initiatives and supports the design review process and handover process related to major capital projects, and capital maintenance projects. And acts as a project manager on smaller-scale system feasibility studies and designs delivered through external contractors consultants aimed at improving asset condition and may supervise staff. Specific Duties/Responsibilities System Inspections Assist with detailed facility inspections on mechanical system components to establish and update asset inventory and condition for use in maintenance and replacement planning (e. g.

conveyance, HVAC, plumbing, aquatic, ice rink, utility, and life safety-related equipment, distribution, controls and instrumentation); Uses observations of indicators of failure and advises on optimal system component renewal intervals; Undertakes failure mode analysis and root cause analysis to mitigate future risks of unacceptable system component failure events; Maintenance & Replacement Scoping & Prioritization In collaboration with Realestate Environment Facilities Management (REFM) Trade Shops, Facilities Planning and Development, and other stakeholders, supports the prioritization of maintenance and replacement requirements for mechanical system components, including communicating mechanical risks in a manner that allows for prioritization across multiple systems and building components; Provides input into and validates the prioritization of planned capital upgrades for existing mechanical assets within the capital plan; Supports the development of updated and standardized maintenance specifications and standard and or custom preventative maintenance programs; Recommends adjustments to the planned maintenance of mechanical assets based on Building Condition Assessment findings, detailed audit findings, and changes in regulatory requirements; Supports the use and sustainment of corporate IT systems to manage asset information; Project Management Procures, manages and oversees the work of professional services and other vendor contracts Coordinates the collection and collation of building-specific data and input into externally-delivered assessments such as ongoing high-level Building Condition Assessments at a frequency of 75-100 sites per year; Reviews technical findings from externally-delivered reports, such as Building Condition Assessments, regulatory audits, and specific building system assessments, validate findings pertaining to mechanical assets and assist with coordination of follow-up studies as required; Summarizes and presents findings and recommendations from both internal and externally-delivered initiatives to internal stakeholders; In collaboration with the REFM Mechanical Shop, identifies, escalates and manages risks and issues pertaining to mechanical assets as they arise, including leading internal audits and/or the procurement of specialized studies as necessary; Technical Advisory, Strategic & Continuous Improvement Assists the development of new strategies, operating procedures, guidelines, check-sheets, reference tools, and/or specifications to support and advance the standardization of data collection, cross-team collaboration, document management, equipment design, and internally-led facility inspections/audits; Assists with the establishment and the maintenance of technical design standards and specifications, and review and advise on commissioning standards for new construction and major renovations of City-buildings; Advises on regulatory requirements (e. g. VBBL, NCARB, BCBC, TSBC, VCH, WSBC, etc. ) and industry best practices pertaining to the inspection, testing, maintenance and replacement of mechanical assets; Supports facility stakeholders, in a technical capacity, in developing and implementing strategies to upgrade assets to comply with new regulations; Advises on the acceptability of potential code variances Analyzes annual maintenance activities and costs to determine optimal financial lifecycles for city assets and provide guidance regarding economic impacts on component/equipment alternatives and overall mechanical system costs; and Provides additional technical support pertaining to mechanical assets within facilities as required, including design review supporting major capital construction and the capital maintenance programs, and the testing, commissioning and balancing of systems Other duties/responsibilities as assigned.

Minimum Qualification Requirements Education and Experience: Completion of a university degree in Mechanical Engineering and a minimum of 5 years of current and relevant professional experience pertaining to asset management, project management, and building mechanical system lifecycle management. Registration (or immediate eligibility for registration) as a Professional Engineer in the practice of Mechanical Engineering with Engineers & Geoscientist of British Columbia (EGBC) Knowledge, Skills and Abilities: Considerable knowledge of mechanical engineering principles, standards, and specifications, as they relate to facilities in a municipal environment; Working knowledge of the principles of effective asset management including conducting mechanical system condition assessments, establishing accurate asset inventory, establishing maintenance and replacement standards, strategies and plans meeting regulatory requirements and best practice standards, and conducting audits on assets, procedures, documentation and maintenance records; Working knowledge of local Building Codes, WSBC, ASHRAE, CSA and other industry standards and requirements pertaining to mechanical systems and safety; Working knowledge of quality management systems such as EGBC’s Organizational Quality Management system; Ability to review technical design specifications, commissioning plans, safety and operations and maintenance documentation for complex facilities; Ability to take on a leadership role and be proactive in resolving project conflicts and inefficiencies in a timely and effective manner; Ability to work collaboratively with diverse internal and external stakeholders; Excellent written and oral communication skills, including public speaking; Ability to take on a leadership role and be proactive in resolving project conflicts and inefficiencies in a timely and effective manner; Ability to work collaboratively with diverse internal and external stakeholders; Ability to work and think strategically, including experience with business case composition and evaluation, lifecycle cost analysis, strategic planning and development and implementation of Key Performance Indicators; Ability to work independently with little supervision Demonstrated organizational and time management skills in a high volume and high stress environment; Demonstrated commitment to customer service; Demonstrated proficiency in Microsoft Office suite, familiarity with SAP considered an asset; A current and valid Class 5 BC driver’s license with a clean driving abstract Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.
