THE ROLE This position is responsible for Project payrolls, both hourly and salary, are processed timely and accurately and ensures that all monthly accounting and payroll related remittances are completed by due dates. KEY RESPONSIBILITIES Responsible for delivering and maintaining high standards of work whilst carrying out the duties of this role in line with Company Values to achieve long-term success. Assist the organization to meet its taxation and other legislative and statutory obligations through processing and preparation of returns, related reports, forms, and other documentation as requested. Provide and promote service excellence and foster effective teamwork and business relationships.
Ensure the operational aspects of payroll processing and associated activities, including salary disbursement, overpayment recovery, leave management and reporting are accurate and delivered within appropriate timeframes and comply with relevant legislation. Prepare complex payroll and human resource information for data input and assist with checking, quality control and maintenance of records to ensure accuracy, service quality and data integrity. Provide a responsive, accurate client advisory service on payroll matters, resolve difficult enquiries and assist in identifying payroll errors and implementing corrective action where required to ensure employee payments are processed accurately and database integrity is maintained. Provide and promote service excellence and foster effective teamwork and business relationships.
Maintain payment errors less than 1% of total payroll disbursement. MAIN ACTIVITIES Develop the well-being of Payroll services by determining Payroll liabilities through accurate calculation of employee salaries, taxes, leave entitlements, workers compensation and income protection payments. Review and improve payroll policies and procedures. Manage the set-up new employee information and accounts and oversee the maintenance of employee data systems, including maintenance of Payroll records and files.
Oversee Payroll, Benefits, and other systems, to ensure that all information and records are up to date and maintained in accordance with statutory requirements. Ensure Payroll is processed in an accurate, compliant, and timely manner and manage / resolve issues relating to Payroll production. Prepare and review Payroll account reconciliations and maintain accurate account balances. Manage Payroll workload to meet operational requirements.
Supervise and co-ordinate activities of Payroll employees to meet operational requirements, including performance management if necessary. Provides guidance and assistance to employees, managers and HR regarding legislation, corporate policies and collective agreement requirements related to time processing and payroll implications for hires, employee movements and terminations. Responds to external information requests from Service Canada, financial institutions, RRSP Administrator, Benefits provider and other entities regarding employee and or legislative requirements. Develop ad hoc financial and operational reporting as needed.
Comply with all state and federal laws regarding finances, payroll, tax filings and reporting. Interpret new legislation impacting Payroll and advise team on appropriate action. Prepare and organize high detailed records for audit purposes. Ensure Masterfile data changes are collated and prepared before Payroll cut-off time frames.
Process termination and redundancy payments in line with the relevant legislation. Liaise with project site personnel to resolve employee pay queries. Legislative payments are lodged and processed by the due dates. These payments include Canada Revenue Agency, Service Canada etc.
General Ledger Reconciliations. Reconciliation of site-specific entitlements. (Severance Accruals, Leave Entitlements, Special Leave etc.) Produce Insurance reporting. QUALIFICATIONS/EXPERIENCE Technically strong Senior Payroll compliance practitioner with minimum 5 years’ experience in a team management role with demonstrable skills in payroll software, Canada Revenue Agency legislation, and Services Canada legislation. Clear understanding of Payroll practices, including but not limited to Canada Revenue Agency, Services Canada and other industrial legislation.
Computer proficient in Microsoft Office, Word, Access, Excel, Outlook, and Sharepoint. Strong report writing knowledge using Business Objects or similar. Strong numeracy skills, attention to detail and accuracy. Significant experience in payroll and the use of the ADP payroll system, highly desirable.
Working with unions is considered a strong asset. Personnel and people management abilities including supervision, team building and conflict resolution. Proven ability to work effectively either as an individual or member of a team and relate effectively with staff on all levels. Proven ability to communicate, both orally and in writing, in a clear and concise manner.
Proven ability to quickly learn new information, processes, and procedures. Proven ability to meet deadlines and identify and deal with problems.
