The ministry supports Albertans’ health and well-being throughout their lives by protecting public health and promoting wellness; coordinating and delivering safe, person-centered, quality health services; planning capital infrastructure; supporting innovative information management and technologies; regulating health care; and funding the health system. The Department of Health establishes the Government of Alberta’s strategic direction for health, including advising government on health policy, legislation and standards, and public health concerns; monitoring and reporting health system performance; setting policies and priorities for the electronic/digital health environment; and providing oversight and ensuring accountability across the health system. The Research & Health Policy Analyst supports the operations of pharmaceutical and supplemental health programs sponsored by the Minister of Health.

The position assists in the planning, researching, analyzing and handling operational issues including the identification and delivery of initiatives that will enhance the drug and supplemental health programs in Alberta. The position provides direct support on collaborative initiatives with other jurisdictions, responds to public queries about the programs and assesses issues related to claims, and supports effective management of the Alberta Blue Cross contract and other health profession contracts. Responsibilities for the position include: Research and draft documents to support operations of Alberta health Drug Programs.

Assess data and evidence to inform the development of program and policy options. Conduct program performance evaluation by monitoring and tracking utilization of program services and coverage Consolidate and analyze information across several sources to generate reports on program trends. Respond to operational queries and clarify business rules/interpret policy as needed.

Identify opportunities for streamlining that would improve the patient experience and analyze their impact. Provide information, analysis and advice that contributes to branch operations in line with operational plans to support achievement of goals and targets. Prepare quality responses to request for letters or briefing notes in Action Requests that meet due dates.

Prepare and administer contracts for specific initiatives or grants. Assist in the development of research repots, position papers, and other types of documents on advanced education issues, policies, and programs. Develop and maintain program-related information for the department and provide updates on the status of the publicly funded drug programs in Alberta.

Support the development and reporting of department performance measures. Develop status/profile reports on the publicly funded drug programs, including inter-provincial comparisons, trends in cost and enrolment, and the impact of policy decisions. Identify emerging issues and trends in advanced education and their potential impacts on division policies and programs.

Seek out, critically review, and synthesize new and existing literature on drug programs and policies from a variety of sources Liaise with other branches, division, ministries and governments to support scanning , program development and re-design and research and analysis Please click on this link to view the job description. Qualifications University degree in in a related field such as (public policy, public administration, health, social sciences, etc.). Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Combined related experience and education will be considered as an equivalency on a one for one basis. Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification. This is a full-time position working 36.25 hours per week.

Candidates with lesser qualifications may be considered at a lower classification and salary. This competition may be used to fill future roles at the same or lower classifications. The final candidates may be required to undergo pre-employment checks (Reference check/Criminal record and/or academic).
