<p>Knowledge AND SKILLS<br></p><ul><li>Post-secondary education, PMP certification or equivalent required.<br></li><li>7 Years' of previous project management experience, preferably in large-scale health care projects;<br></li><li>Proven experience managing technology projects in the public sector.<br></li><li>Strong understanding of health systems and digital health standards.<br></li><li>Knowledge of, and expertise in project management in order to plan, monitor and evaluate the delivery of department programs  and to develop and implement complex projects from design to execution;<br></li><li>Skilled in the development, and adherence to project governance management and industry standard/government best practices and quality assurance;<br></li><li>Excellent communication, stakeholder management, and leadership skills.<br></li><li>Presentation and facilitation skills to convey sophisticated concepts and processes into clear language—both verbally and in writing;<br></li><li>Proficiency in project management tools (e.g., MS Project). <br></li><li>Experience with Agile, Lean, or hybrid project methodologies.<br></li><li>Ability to navigate complex governance structures and policy environments.<br></li></ul><p>JUDGEMENT AND PROBLEM SOLVING<br></p><ul><li>Works within sound project management principles and the PHO mandate and goals.<br></li><li>Ensures sufficiency of information to create project charters, background to launch projects;<br></li><li>Determines training and skills requirements of Team Leads and members of PHO business process improvement and transformation related initiatives;<br></li><li>Defines project management processes, tools and templates as required for projects;<br></li><li>Determines best methods to navigate multiple projects and multi-disciplinary teams from concept to completion to manage timelines  and resolve related problems;<br></li><li>Facilitates groups and mediates team conflicts.<br></li></ul><p>PHYSICAL AND SENSORY DEMANDS<br></p><ul><li>Works in a normal office environment, with normal physical and sensory demands.<br></li><li>Works in a regular office environment, with a regular requirement to sit at a desk with limited physical activity required.<br></li></ul><p>WORKING ENVIRONMENT<br></p><ul><li>Works in a normal office environment, in which there is the need to work efficiently under conditions of changing priorities.<br></li><li>Frequent requirement to balance competing priorities and often tight deadline demands.<br></li><li>May require travel between offices and to offsite meetings.<br></li></ul><p>Key Responsibilities<br></p><ul><li>Conducts project leadership expertise and support to PHO management and staff team members responsible for undertaking various transformation digital and data initiatives at PHO;<br></li><li>Lead end-to-end project management for digital health initiatives, including data integration platforms, and public health information systems.<br></li><li>Develops detailed project plans for multiple, concurrent short and long term projects undertaken across PHO, based on priorities established by PHO senior management;<br></li><li>Collaborates with business and technology teams to define project scope, objectives, and success metrics aligned with public health goals.<br></li><li>Develops, initiates and maintains all project documentation including the development of charters, assisting the team in developing Terms of Reference, creation of project plans, creating and monitoring dashboards and Gantt charts;<br></li><li>Develops toolkits, tools and other guidelines to ensure PHO management are provided with the necessary supports to conduct business process improvement to their operations. <br></li><li>Mobilizes and facilitates sessions of project teams to provide guidance and expertise in such areas as: business process mapping and improvement, gap analyses, development of flow diagrams, quality indicator development, project team building, change management.<br></li><li>Manage vendor relationships, procurement processes, and contract compliance.<br></li><li>Ensure adherence to privacy, security, and interoperability standards (e.g., PHIPA, FHIR, HL7).<br></li><li>Works with project leads to ensure they receive the appropriate training, support and tools required for project success;<br></li><li>Coordinates with teams to facilitate completion of assigned deliverables including meeting identified targets and resolution of problems;<br></li><li>Monitors and adjusts project dashboard indicators;  identifies and communicates potential delays and alternatives to mitigate and minimize impact to timeline;<br></li><li>Monitors and reports on project status, issues and risks, as required to PHO management;<br></li><li>Performs other duties as
