About the Position:

The Senior Director, Facilities oversees the facilities team and is responsible for all aspects of facilities development, maintenance, inventory, and procurement. This role reports to the Chief Executive Officer. Strategizing with the CEO and members of the Executive Leadership Team, this individual will lead a series of major capital projects, including the largest development project in the BC SPCA’s history, the redevelopment of the Vancouver site. The Senior Director, Facilities will work as a close peer to other Senior Directors and have significant interface with various departments and locations across the organization.



Please note that certain aspects of the job duties may or may not be assigned due to the temporary nature of the role and the skillset of the candidate.

Some specific duties:

  • Provides expertise and guidance on the long-range facilities plan.
  • Develops a culture of innovation, teamwork, agility, and idea generation.

  • Models exceptional standards of ethics, professionalism, and communication.
  • Responsible for the hiring, onboarding, and performance management of facilities team members.

  • Supports the development of and compliance with key facilities policies and procedures.
  • Builds trusted relationships across all functions of the organization to ensure facilities projects are clearly communicated and launched, executed, and monitored effectively.

Facilities and Procurement:


  • Develops accurate budgets and project plans aligned with internal development standards and timelines for major and minor construction projects.
  • Oversees the project management process on multiple development projects running concurrently, ensuring risks are continuously assessed and mitigated.
  • Identifies opportunities to reduce overall costs and improve trade/supplier performance.
  • Proactively identifies potential conflicts or issues and recommends solutions (e.g., budget or resource constraints, conflicting priorities). Provides conflict resolution when needed.
  • Reviews vendor/supplier contracts to ensure contract language protects the interests of the BC SPCA and engages with external legal counsel on contract review when necessary.
  • Performs key vendor due diligence using an internally developed vendor analysis framework.
  • Ensures effective and consistent utilization of construction and project management best practices, processes, and technologies.
  • Develops a framework for preventative maintenance investments.
  • Ensures construction and maintenance teams prioritize safety and reinforce the safety culture.
  • Provides timely updates to the CEO and impacted stakeholders to identify, assess, and pivot in light of internal or external project challenges.
  • Develops and implements a supply chain strategy, policies, and workflows, including identifying opportunities for streamlining and cost-savings in collaboration with other departments.
  • Develops, monitors, and reports on Facilities and Supply Chain KPIs.
  • Monitors supplier performance to assess ability to meet quality and delivery requirements.
  • Analyzes inventories and develops inventory management and optimization strategy including ordering, receiving, warehousing, and internal controls.
  • Analyzes the environmental impacts of products, processes, and systems and ensures materials are recycled, reused, or responsibly disposed.
  • Attends the Finance & Audit Committee and Board of Directors meetings, as required.
  • Oversees the Facilities department and special project budgets.
  • Supports the ROI analysis of acquisition/replacement/divestment decisions.

Performs other duties as assigned.

Qualifications you need to have:

  • Bachelor’s degree in civil engineering, construction management, or similar plus a minimum of 8 years’ experience in the construction industry, including a minimum of four years in a senior-level role supervising teams and leading major projects; or an equivalent combination of education and experience acceptable to the employer.
  • Project management certification or demonstration of current project management professional development preferred.
  • Thorough knowledge of all aspects of construction and maintenance including: equipment, methods, materials, insurance, contracts, legal, zoning, industry practices, budgeting, scheduling, and safety requirements.
  • Ability to lead and motivate teams and successfully resolve conflict and project disputes as required.
  • Self-starter who does independent research, cost/benefit, and risk analysis before making recommendations.
  • Foundational understanding of risk management and experience identifying, documenting, and mitigating key risks.
  • Comfortable using project management software and excel-based budgeting and financial analysis.
  • Big-picture thinking balanced with strong attention to detail.
  • Demonstrated ability optimizing the talents of a diverse team and helping others navigate competing priorities.
  • Excellent communication skills and ability to work with internal and external stakeholders at all levels and from diverse backgrounds in a positive and respectful manner, including users with varying levels of comfort with technology.
  • Exceptionally organized, leading projects and implementing best practices in a thoughtful and structured approach ensuring no critical steps or internal communications are missed. Able to implement this approach across simultaneous projects.
  • Exceptional analytical and decision-making skills.
  • Philosophical harmony with the vision, mission, and strategic directions of the BC SPCA, to protect and enhance the quality of life for domestic, farm, and wild animals in British Columbia.
