Overview

The City of Richmond Law Department is seeking a talented, detail-oriented, experienced lawyer to join our team. The Law Department provides advice and guidance to all City departments, and the City’s municipal corporations, on a wide number of issues in various areas of the law. The focus of this Staff Solicitor position will be to provide legal advice on municipal, real estate, land use, land development, and infrastructure issues, which may include management of and advice on related litigation (including bylaw prosecutions). The ability to provide sound legal advice in a timely fashion and in a logical, concise manner is crucial for success in this role. This position will appeal to an individual who is comfortable managing many files concurrently and who enjoys working with diverse stakeholders and issues.



Examples of key responsibilities include, but are not limited to:

  • Draft and negotiate agreements, including covenants, statutory rights of way, housing agreements, and easements, for land use applications/land development, and subdivisions (including air space subdivisions).
  • Provide legal support for the land acquisitions required for flood protection and other infrastructure projects.
  • Draft and negotiate leases, licenses, purchase and sale contracts, and other commercial contracts.
  • Provide advice to City’s, and municipal corporations’, senior management and staff on municipal, corporate, real estate, and other legal matters.
  • Review and draft reports to City Council and Committee.
  • Attend and make presentations before City Council and Committee.
  • Prepare legal opinions.
  • Draft and review bylaws.
  • Oversee the work of legal assistants.
  • Provide input and guidance on litigation related matters.

Knowledge, Skills & Abilities:

  • Current knowledge of, and ability to develop an excellent knowledge of, the legislation governing the City, including Local Government Act, Community Charter, and Land Title Act.
  • Excellent written and oral communication skills.
  • Ability to work in a dynamic, flexible work environment.
  • Ability to work on, and advance the interests of, multidisciplinary teams.
  • Excellent file and client management techniques and fluency in an MS Office work environment.
  • Experience with myLTSA, BCOnline, and legal research resources.
  • Ability to function with minimal administrative support.

Qualifications and Experience:

  • Must possess a LL.B. or J.D. A minimum of four (4) years of post-call legal practice is required.
  • Experience in some or all of the following areas is preferred:
    • Municipal law
    • Real estate development
    • Real property law
    • Real estate transactions
    • Legal research including drafting of memorandum and opinions
    • Corporate/commercial contract drafting and negotiations
    • Litigation related experience

  • Must be a practicing member in good standing with the Law Society of British Columbia.

Working Conditions:
