The Treatment Program Manager at The Salvation Army’s Addictions Rehabilitation Centre (ARC) Victoria oversees the delivery of the facility’s residential substance abuse treatment program and related services. Reporting to the Executive Director, the Treatment Program Manager is responsible for planning, developing, and coordinating the program’s policies and procedures; day-to-day operations; ensuring compliance with governmental, licensing and The Salvation Army organizational operating procedures and accreditation requirements. This includes supervision of staff, oversight of the program’s budget, applying for applicable grants, program evaluation, development of program material, and ensuring compliance with regulations and contractual agreements between the ARC and its partners and funders. The Treatment Program Manager is a member of the ARC’s management team and works with the leadership team to deliver the highest quality of services to our clients.
HOURS: 37.5 per week. Monday to Friday 8:00am to 4:00pm. KEY RESPONSIBILITIES: Supervision of Treatment Program: As a member of the arc management team, the treatment program manager takes on a leadership role, participating in management team meetings, strategic planning, and professional development opportunities. Provides oversight, direction, coaching and support to a program team delivering an evidence-based, trauma-informed substance abuse treatment program.
Leads case conferences and staff meetings; implements training; and conducts performance evaluations of staff in accordance with best practices and quality service delivery. Works with human resources advisor to recruit, hire, train, and orient staff and practicum students in accordance with the arc’s collective agreement and the Salvation Army Arc’s policies and procedures. In consultation with the executive director and human resource advisor, the treatment program manager disciplines and terminates staff if necessary; and responds to complaints and grievances from participants and staff. Updates and maintains staff scheduling, and completes staff pay roll.
Reviews staff and environmental safety in compliance with health and safety requirements; assesses and responds to program incident reports. Coordinates with arc program managers and external partners to ensure seamless service delivery. Budget Management: Works with executive director and business manager to develop and manage the program’s annual budget. Exercises prudence and demonstrates stewardship to ensure the efficient allocation of funding resources to enhance the program’s effectiveness within its budgetary constraints.
Identifies and pursues grant opportunities via. Government agencies, foundations, and other sources to secure funding for arc’s treatment services. Collaborates with the executive director and other stakeholders to develop and participate in fundraising strategies. Participates in preparation of and monitors compliance with departmental budget; authorizes program expenditures up to a pre-determined amount.
Program Coordination: Directs the planning of program structure, which includes psychoeducational program materials and activities and outings with participants and program staff. Oversees case management, ensuring that professional clinical practices are in place to provide superior client care with respect to intake, counselling, support, referral, networking and other services, including appropriate use of rehabilitative and disciplinary measures. Prepares agendas, drafts and types correspondence; conducts research and responds to enquiries Ensures proper records and files are maintained by treatment staff for each client; writes and supervises individualized treatment plans and reports; and provides information on the outcomes of the program and the progress of each client. Liaises with community resources and encourages community involvement in programs; identifies and pursues opportunities to enhance program delivery by seeking community partnerships and/or new funding sources; engages with outside agencies and stakeholders to promote the treatment program and ensure bed usage is maximized.
Maintains effective working relationships and communication with both internal and external stakeholders, striving for continuous quality improvement. Program Material Evaluation: Regularly review and assess program materials, curriculum, and therapeutic approaches for relevance, effectiveness, and alignment with best practices. Implement necessary updates and improvements. Develops strategies and recommendations for staff and volunteer development and delivery of client-based programs.
Prepares qualitative and quantitative reports as required; develops quality-assurance standards and measurements; oversees program evaluation. Policy and Procedure Implementation: Works with Arc’s executive director and management team to develop and implement policies and procedures related to program delivery. Reviews and revises treatment policies and procedures to maintain compliance with relevant contractual requirements, regulations, and standards. Maintains strong relationships with funders, partners, and regulatory bodies.
QUALIFICATIONS AND EDUCATION REQUIREMENTS: Education/Certifications: Must poses a minimum of a bachelor’s degree in a relevant field (social work, psychology, counselling, sociology, criminology, social sciences). Occupational First Aid Level 1 or equivalent required. Clear criminal record check through the BC Criminal Record Review Program required. Clear TB skin test required.
Non-violent Crisis Intervention training an asset. Naloxone training an asset. Experience: A minimum of three (3) years of recent related progressive experience in social services including working with marginalized clientele required. Minimum of two (2) years supervisory experience required.
Experience working in social services or residential treatment setting required. Experience in a unionized environment and knowledge of labour relations an asset. Experience managing and preparing budgets an asset. Experience in applying for applicable grants to secure additional funding for the program’s operation and development an asset.

A strong understanding of regulatory requirements and the ability to ensure the program complies with relevant laws, regulations, and contractual agreements.
Attention to detail, problem solving and analytical skills. Strong organizational and time management skills to handle multiple tasks, deadlines, and responsibilities effectively. Strong verbal and written communication skills to convey information clearly, both internally and externally, and to create program materials as needed. Proficiency in handling crisis situations effectively and ensuring the safety and well-being of clients and staff.
The ability to identify and address issues and challenges that may arise within the program, finding practical solutions. Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility. Skills in managing relationships with partners and funders to uphold contractual agreements, facilitate collaboration, and maintain positive partnerships. Ability to collaborate with the ARC’s management team and leadership to contribute to the overall delivery of high-quality services to clients.
